转发《中共河南省委办公厅、河南省人民政府办公厅印发《关于进一步加强财会监督工作的实施方案》》

近日,中共河(he)南省委办公(gong)厅、河(he)南省人民政府办公(gong)厅印发《关于进一(yi)步(bu)加强财会监督工作的实(shi)(shi)施方(fang)案》,并发出(chu)通知,要(yao)求各地各部门结合实(shi)(shi)际(ji)认(ren)真贯彻落实(shi)(shi)。

  《关于进一步加(jia)强财会监督工作的实施方案》全文如下。

  为进一步加强(qiang)财(cai)会(hui)(hui)监督(du)工作,更好发挥财(cai)会(hui)(hui)监督(du)职能(neng)作用,根据《中共中央办公(gong)厅、国(guo)务院办公(gong)厅印发〈关于进一步加强(qiang)财(cai)会(hui)(hui)监督(du)工作的(de)(de)意(yi)见〉的(de)(de)通(tong)知(zhi)》精神,结合(he)我省实际,制定本(ben)实施方案(an)。

  一、总体要求

  以习近平新时代中国(guo)特色(se)社会(hui)主义(yi)思(si)想为指导,深(shen)入贯(guan)彻党(dang)的(de)二十大精神和习近平总书(shu)记(ji)关(guan)于财(cai)(cai)(cai)会(hui)监(jian)(jian)督(du)(du)的(de)重要(yao)论述,全(quan)面落实省第(di)十一次(ci)党(dang)代会(hui)部(bu)(bu)署,坚持(chi)党(dang)的(de)全(quan)面领导,突出政(zheng)(zheng)治属性(xing),严肃财(cai)(cai)(cai)经(jing)纪(ji)律,健全(quan)财(cai)(cai)(cai)会(hui)监(jian)(jian)督(du)(du)体系(xi),完善工(gong)作(zuo)机制(zhi)。到2025年,构建(jian)起各级财(cai)(cai)(cai)政(zheng)(zheng)部(bu)(bu)门主责监(jian)(jian)督(du)(du)、有关(guan)部(bu)(bu)门依责监(jian)(jian)督(du)(du)、各单位内部(bu)(bu)监(jian)(jian)督(du)(du)、相关(guan)中介机构执业监(jian)(jian)督(du)(du)、行(xing)业协(xie)会(hui)自律监(jian)(jian)督(du)(du)的(de)财(cai)(cai)(cai)会(hui)监(jian)(jian)督(du)(du)体系(xi);基本(ben)建(jian)立起各类(lei)(lei)监(jian)(jian)督(du)(du)主体横向协(xie)同、上下纵向联(lian)动、财(cai)(cai)(cai)会(hui)监(jian)(jian)督(du)(du)与其(qi)他各类(lei)(lei)监(jian)(jian)督(du)(du)贯(guan)通协(xie)调的(de)工(gong)作(zuo)机制(zhi);财(cai)(cai)(cai)会(hui)监(jian)(jian)督(du)(du)信(xin)息(xi)(xi)化水平明显提(ti)高(gao),监(jian)(jian)督(du)(du)队伍素质不断提(ti)升,在规范财(cai)(cai)(cai)政(zheng)(zheng)财(cai)(cai)(cai)务管理、提(ti)高(gao)会(hui)计信(xin)息(xi)(xi)质量、维(wei)护财(cai)(cai)(cai)经(jing)纪(ji)律和市场经(jing)济秩序等(deng)方面发挥重要(yao)保障作(zuo)用。

  二、主要任务

  (一)全面加(jia)强党对财会监督工(gong)作的(de)领导

  各级党委要加强对财(cai)会(hui)监(jian)督(du)(du)(du)工(gong)作的领导(dao),定(ding)期听取财(cai)会(hui)监(jian)督(du)(du)(du)工(gong)作情况汇报,研(yan)究(jiu)解决工(gong)作中的重大问题。各级政府要定(ding)期召(zhao)开会(hui)议,专(zhuan)题研(yan)究(jiu)部(bu)署财(cai)会(hui)监(jian)督(du)(du)(du)工(gong)作,围绕重点任(ren)务,健全工(gong)作机制(zhi),完善制(zhi)度办法,切实加强对下(xia)级财(cai)会(hui)监(jian)督(du)(du)(du)工(gong)作的督(du)(du)(du)促指导(dao)。

  (二)聚焦重点领域加强财(cai)会监督

  1.围绕“三个聚焦”依法(fa)(fa)履行(xing)(xing)财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)主责。把推(tui)动(dong)党中央、国(guo)务院重(zhong)大决策部(bu)署(shu)贯彻落实作(zuo)为财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)工(gong)(gong)作(zuo)的(de)(de)首(shou)要任(ren)务,围绕推(tui)动(dong)省委和(he)(he)省政府工(gong)(gong)作(zuo)安排落地见效,聚焦各(ge)(ge)项重(zhong)大部(bu)署(shu)、重(zhong)点(dian)工(gong)(gong)作(zuo),严肃查处(chu)财(cai)(cai)经领域各(ge)(ge)类违(wei)纪(ji)违(wei)规(gui)(gui)行(xing)(xing)为。强化财(cai)(cai)经纪(ji)律刚性约(yue)束,聚焦减(jian)税降费、党政机关过(guo)紧日子、基层“三保”、国(guo)库管(guan)(guan)(guan)理(li)(li)、资产(chan)管(guan)(guan)(guan)理(li)(li)、政府债(zhai)务风险(xian)防范等重(zhong)点(dian)任(ren)务,严肃查处(chu)各(ge)(ge)类突(tu)出违(wei)规(gui)(gui)问(wen)题。严厉打击财(cai)(cai)务会(hui)(hui)(hui)(hui)(hui)计(ji)(ji)违(wei)法(fa)(fa)违(wei)规(gui)(gui)行(xing)(xing)为,聚焦国(guo)有(you)企业、金(jin)融企业等的(de)(de)财(cai)(cai)务会(hui)(hui)(hui)(hui)(hui)计(ji)(ji)行(xing)(xing)为、会(hui)(hui)(hui)(hui)(hui)计(ji)(ji)信(xin)息质(zhi)量(liang)(liang)以及有(you)关中介机构(gou)执(zhi)(zhi)业质(zhi)量(liang)(liang),从(cong)严从(cong)重(zhong)查处(chu)影响恶劣的(de)(de)财(cai)(cai)务舞弊、会(hui)(hui)(hui)(hui)(hui)计(ji)(ji)造假等案件。各(ge)(ge)级财(cai)(cai)政部(bu)门(men)是本级财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)监督(du)的(de)(de)主责部(bu)门(men),要加强对财(cai)(cai)会(hui)(hui)(hui)(hui)(hui)工(gong)(gong)作(zuo)相关法(fa)(fa)律法(fa)(fa)规(gui)(gui)政策执(zhi)(zhi)行(xing)(xing)情况(kuang)(kuang)、行(xing)(xing)政事业性国(guo)有(you)资产(chan)管(guan)(guan)(guan)理(li)(li)规(gui)(gui)章制度和(he)(he)政府采(cai)购制度实施情况(kuang)(kuang)、预算管(guan)(guan)(guan)理(li)(li)、财(cai)(cai)务管(guan)(guan)(guan)理(li)(li)、内部(bu)控制、会(hui)(hui)(hui)(hui)(hui)计(ji)(ji)行(xing)(xing)为以及注(zhu)册会(hui)(hui)(hui)(hui)(hui)计(ji)(ji)师(shi)、资产(chan)评估和(he)(he)代理(li)(li)记(ji)账(zhang)行(xing)(xing)业执(zhi)(zhi)业质(zhi)量(liang)(liang)的(de)(de)监督(du)。

  2.围绕法(fa)定职责(ze)(ze)实施部门监(jian)(jian)督(du)。有(you)关(guan)(guan)部门要依(yi)法(fa)依(yi)规(gui)强(qiang)化(hua)(hua)对(dui)主管、监(jian)(jian)管行业系统和(he)单(dan)(dan)位(wei)财(cai)(cai)会(hui)监(jian)(jian)督(du)工作的(de)(de)督(du)促指导,加(jia)强(qiang)对(dui)所属(shu)单(dan)(dan)位(wei)预算(suan)(suan)执(zhi)行和(he)归口财(cai)(cai)务管理单(dan)(dan)位(wei)财(cai)(cai)务活(huo)动(dong)的(de)(de)监(jian)(jian)督(du),按照《中华(hua)人民共和(he)国会(hui)计法(fa)》赋予的(de)(de)职权对(dui)有(you)关(guan)(guan)单(dan)(dan)位(wei)的(de)(de)会(hui)计资(zi)料实施监(jian)(jian)督(du),进一(yi)步强(qiang)化(hua)(hua)预算(suan)(suan)约束,严(yan)格财(cai)(cai)务管理,规(gui)范会(hui)计行为。根据职责(ze)(ze)分(fen)工加(jia)强(qiang)对(dui)政府采购活(huo)动(dong)和(he)资(zi)产评估行业的(de)(de)监(jian)(jian)督(du),提高政府采购资(zi)金使(shi)用(yong)效益,推(tui)动(dong)资(zi)产评估行业高质(zhi)量发展(zhan)。

  3.围绕日常(chang)(chang)管理加强(qiang)内部监(jian)督。各(ge)(ge)单(dan)位(wei)要(yao)(yao)(yao)落实(shi)内部财(cai)(cai)会(hui)(hui)(hui)监(jian)督主体(ti)责(ze)(ze)(ze)(ze)任,加强(qiang)日常(chang)(chang)监(jian)督,健(jian)全工作(zuo)(zuo)(zuo)制(zhi)度(du)和(he)内控体(ti)系(xi)。各(ge)(ge)单(dan)位(wei)主要(yao)(yao)(yao)负责(ze)(ze)(ze)(ze)人是本单(dan)位(wei)财(cai)(cai)会(hui)(hui)(hui)监(jian)督工作(zuo)(zuo)(zuo)第一责(ze)(ze)(ze)(ze)任人,对本单(dan)位(wei)财(cai)(cai)会(hui)(hui)(hui)工作(zuo)(zuo)(zuo)和(he)财(cai)(cai)会(hui)(hui)(hui)资料(liao)的真(zhen)实(shi)性和(he)完整性负责(ze)(ze)(ze)(ze)。各(ge)(ge)单(dan)位(wei)要(yao)(yao)(yao)加强(qiang)力量配备,明确(que)承担(dan)财(cai)(cai)会(hui)(hui)(hui)监(jian)督职责(ze)(ze)(ze)(ze)的机构和(he)人员,做好本单(dan)位(wei)经(jing)济业(ye)务、财(cai)(cai)会(hui)(hui)(hui)行为和(he)会(hui)(hui)(hui)计资料(liao)的日常(chang)(chang)监(jian)督检查工作(zuo)(zuo)(zuo);财(cai)(cai)会(hui)(hui)(hui)人员要(yao)(yao)(yao)遵守职业(ye)道德,坚决不予(yu)办理并依法依规纠(jiu)正违法违规财(cai)(cai)会(hui)(hui)(hui)事项。

  4.围绕执业质量强(qiang)化(hua)中(zhong)介机(ji)构(gou)监督。会计师事(shi)(shi)(shi)务所、资(zi)产(chan)评估机(ji)构(gou)、税务师事(shi)(shi)(shi)务所、代理(li)记账机(ji)构(gou)等(deng)(deng)中(zhong)介机(ji)构(gou)要(yao)严格依(yi)法(fa)履行审计鉴(jian)证、资(zi)产(chan)评估、税收服(fu)务、会计服(fu)务等(deng)(deng)职责(ze),持(chi)续(xu)(xu)提升执业质量。完善中(zhong)介机(ji)构(gou)内控制(zhi)度,强(qiang)化(hua)风险分类防控,健全事(shi)(shi)(shi)前评估、事(shi)(shi)(shi)中(zhong)跟踪、事(shi)(shi)(shi)后(hou)评价管理(li)体系,规(gui)范(fan)承揽和开展业务。持(chi)续(xu)(xu)提升中(zhong)介机(ji)构(gou)一体化(hua)管理(li)水平(ping),实现人员(yuan)调配、财务安排、业务承接、技(ji)术标准、信息(xi)化(hua)建设实质性一体化(hua)管理(li)。

  5.围绕协(xie)会管(guan)(guan)理(li)加强(qiang)行(xing)(xing)业(ye)(ye)自律监(jian)督(du)。注册(ce)会计师协(xie)会、资产(chan)评估(gu)协(xie)会、注册(ce)税(shui)务(wu)师协(xie)会、银行(xing)(xing)业(ye)(ye)协(xie)会、证券(quan)业(ye)(ye)协(xie)会等要充分发挥督(du)促引导作用(yong)(yong),推动持续提(ti)升(sheng)财会信(xin)息(xi)质量和内部控制有(you)效性。依托行(xing)(xing)业(ye)(ye)信(xin)息(xi)管(guan)(guan)理(li)系统,强(qiang)化行(xing)(xing)业(ye)(ye)诚(cheng)信(xin)约(yue)束(shu),健全行(xing)(xing)业(ye)(ye)诚(cheng)信(xin)档(dang)案,及时(shi)、准确、规范记(ji)录中介机构执业(ye)(ye)资格(ge)、执业(ye)(ye)操守等信(xin)用(yong)(yong)信(xin)息(xi)。加强(qiang)行(xing)(xing)业(ye)(ye)自律监(jian)管(guan)(guan),完善投(tou)诉举报、媒体质疑等处理(li)机制,综(zong)合(he)运(yun)用(yong)(yong)信(xin)用(yong)(yong)记(ji)录、警(jing)示告诫(jie)、公开曝光等措施(shi)加大行(xing)(xing)业(ye)(ye)自律惩戒力度。

  (三)建立(li)健全协同联动“三项(xiang)机制”

  1.建(jian)立(li)健全财会(hui)(hui)监(jian)督统一领(ling)导(dao)机制(zhi)。省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)(zheng)府(fu)成立(li)财会(hui)(hui)监(jian)督工(gong)作(zuo)(zuo)领(ling)导(dao)小(xiao)(xiao)组,由负责省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)(zheng)府(fu)常(chang)务工(gong)作(zuo)(zuo)的副(fu)(fu)省(sheng)(sheng)(sheng)(sheng)(sheng)长(zhang)(zhang)任组长(zhang)(zhang),省(sheng)(sheng)(sheng)(sheng)(sheng)委(wei)和省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)(zheng)府(fu)分管(guan)副(fu)(fu)秘书长(zhang)(zhang)、省(sheng)(sheng)(sheng)(sheng)(sheng)财政(zheng)(zheng)厅(ting)(ting)厅(ting)(ting)长(zhang)(zhang)为(wei)副(fu)(fu)组长(zhang)(zhang),省(sheng)(sheng)(sheng)(sheng)(sheng)人大常(chang)委(wei)会(hui)(hui)办公厅(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)(zheng)协(xie)办公厅(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)纪委(wei)监(jian)委(wei)、省(sheng)(sheng)(sheng)(sheng)(sheng)委(wei)组织部、省(sheng)(sheng)(sheng)(sheng)(sheng)委(wei)宣传部、省(sheng)(sheng)(sheng)(sheng)(sheng)委(wei)编办、省(sheng)(sheng)(sheng)(sheng)(sheng)法院(yuan)、省(sheng)(sheng)(sheng)(sheng)(sheng)检察院(yuan)、省(sheng)(sheng)(sheng)(sheng)(sheng)财政(zheng)(zheng)厅(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)审计厅(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)司(si)法厅(ting)(ting)、省(sheng)(sheng)(sheng)(sheng)(sheng)统计局(ju)(ju)(ju)(ju)、省(sheng)(sheng)(sheng)(sheng)(sheng)广电(dian)局(ju)(ju)(ju)(ju)、省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)(zheng)府(fu)国(guo)资(zi)委(wei)、省(sheng)(sheng)(sheng)(sheng)(sheng)行(xing)政(zheng)(zheng)审批政(zheng)(zheng)务信息管(guan)理局(ju)(ju)(ju)(ju)、财政(zheng)(zheng)部河(he)南(nan)监(jian)管(guan)局(ju)(ju)(ju)(ju)、河(he)南(nan)省(sheng)(sheng)(sheng)(sheng)(sheng)税(shui)务局(ju)(ju)(ju)(ju)、人行(xing)河(he)南(nan)省(sheng)(sheng)(sheng)(sheng)(sheng)分行(xing)、国(guo)家金融监(jian)督管(guan)理总局(ju)(ju)(ju)(ju)河(he)南(nan)监(jian)管(guan)局(ju)(ju)(ju)(ju)、河(he)南(nan)证(zheng)监(jian)局(ju)(ju)(ju)(ju)等部门(men)为(wei)成员单位,负责统筹协(xie)调(diao)推进全省(sheng)(sheng)(sheng)(sheng)(sheng)财会(hui)(hui)监(jian)督工(gong)作(zuo)(zuo)。领(ling)导(dao)小(xiao)(xiao)组每年(nian)至少召(zhao)开一次(ci)会(hui)(hui)议,贯(guan)彻落实党中央、国(guo)务院(yuan)决策部署,推进省(sheng)(sheng)(sheng)(sheng)(sheng)委(wei)、省(sheng)(sheng)(sheng)(sheng)(sheng)政(zheng)(zheng)府(fu)明确的重点工(gong)作(zuo)(zuo),通报财会(hui)(hui)监(jian)督工(gong)作(zuo)(zuo)开展情况(kuang)。

  2.建立健全(quan)监(jian)(jian)督(du)主(zhu)体(ti)(ti)横(heng)向(xiang)(xiang)协同工(gong)作机制。各(ge)级财(cai)政部(bu)(bu)门(men)要充分发(fa)(fa)挥(hui)牵头作用,定期(qi)召开(kai)专题会(hui)(hui)(hui)议,强化财(cai)会(hui)(hui)(hui)监(jian)(jian)督(du)各(ge)类参与主(zhu)体(ti)(ti)间(jian)的(de)(de)横(heng)向(xiang)(xiang)协同,加强统筹谋划和督(du)促指导,形成监(jian)(jian)督(du)合(he)力(li),提升(sheng)监(jian)(jian)督(du)效能(neng)。各(ge)有(you)关部(bu)(bu)门(men)每年年初要向(xiang)(xiang)本级财(cai)政部(bu)(bu)门(men)报送上年度(du)财(cai)会(hui)(hui)(hui)监(jian)(jian)督(du)和内部(bu)(bu)监(jian)(jian)督(du)工(gong)作情况。建立部(bu)(bu)门(men)与行业协会(hui)(hui)(hui)联(lian)合(he)监(jian)(jian)管机制,推动行政监(jian)(jian)管与自律监(jian)(jian)管有(you)机结合(he)。相关中(zhong)介机构(gou)要严格(ge)按照法(fa)律法(fa)规、准(zhun)则(ze)制度(du)执业,积极配(pei)合(he)财(cai)会(hui)(hui)(hui)监(jian)(jian)督(du)执法(fa),对相关工(gong)作提供(gong)专业意见。中(zhong)介机构(gou)及其(qi)从业人员对发(fa)(fa)现的(de)(de)违法(fa)违规事项(xiang),要及时向(xiang)(xiang)主(zhu)管部(bu)(bu)门(men)、监(jian)(jian)管部(bu)(bu)门(men)和行业协会(hui)(hui)(hui)报告。

  3.建立健(jian)全(quan)上下(xia)(xia)纵向(xiang)联动(dong)工作(zuo)(zuo)(zuo)(zuo)机制。财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)工作(zuo)(zuo)(zuo)(zuo)要坚持全(quan)省上下(xia)(xia)“一(yi)盘棋”,强化上下(xia)(xia)联动(dong),压实(shi)各(ge)地(di)(di)各(ge)有(you)关(guan)(guan)部(bu)门(men)(men)财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)责任(ren)。省财(cai)(cai)(cai)政(zheng)厅负(fu)责财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)工作(zuo)(zuo)(zuo)(zuo)的(de)制度(du)建设和(he)统筹协调,牵(qian)头组(zu)织制定财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)工作(zuo)(zuo)(zuo)(zuo)规划,明确年度(du)监(jian)督(du)(du)(du)工作(zuo)(zuo)(zuo)(zuo)重点,指(zhi)导推动(dong)各(ge)地(di)(di)各(ge)有(you)关(guan)(guan)部(bu)门(men)(men)组(zu)织实(shi)施,并(bing)及时(shi)向(xiang)财(cai)(cai)(cai)政(zheng)部(bu)汇报(bao)(bao)财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)工作(zuo)(zuo)(zuo)(zuo)开(kai)展情(qing)况(kuang),争取工作(zuo)(zuo)(zuo)(zuo)支(zhi)持。各(ge)地(di)(di)各(ge)有(you)关(guan)(guan)部(bu)门(men)(men)要依法依规组(zu)织开(kai)展本行(xing)政(zheng)区域内财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)工作(zuo)(zuo)(zuo)(zuo),畅通财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)信(xin)息渠道,建立财(cai)(cai)(cai)会(hui)(hui)监(jian)督(du)(du)(du)重大事项(xiang)报(bao)(bao)告制度(du),开(kai)展全(quan)局(ju)性、系统性的(de)专项(xiang)检查、专项(xiang)治理和(he)重大监(jian)督(du)(du)(du)事项(xiang)的(de),要及时(shi)向(xiang)上一(yi)级政(zheng)府和(he)有(you)关(guan)(guan)部(bu)门(men)(men)报(bao)(bao)送相关(guan)(guan)情(qing)况(kuang)。

  (四)推动(dong)财会监(jian)督与其他各类监(jian)督的贯通协调

  1.建立(li)与纪(ji)(ji)检(jian)监(jian)(jian)(jian)察(cha)(cha)(cha)机(ji)关(guan)、巡(xun)(xun)视巡(xun)(xun)察(cha)(cha)(cha)机(ji)构的(de)贯(guan)通(tong)协调(diao)工(gong)作(zuo)机(ji)制。各级(ji)财(cai)(cai)政部(bu)门在拟定(ding)财(cai)(cai)会(hui)(hui)监(jian)(jian)(jian)督(du)工(gong)作(zuo)年度计划时(shi),要(yao)(yao)征(zheng)求(qiu)同级(ji)纪(ji)(ji)检(jian)监(jian)(jian)(jian)察(cha)(cha)(cha)机(ji)关(guan)、巡(xun)(xun)视巡(xun)(xun)察(cha)(cha)(cha)机(ji)构意(yi)(yi)见,将(jiang)财(cai)(cai)经(jing)法规政策执行(xing)不到位、问(wen)题较多的(de)地方(fang)和(he)(he)(he)单位纳入监(jian)(jian)(jian)督(du)范围(wei);及时(shi)将(jiang)发现的(de)党员、监(jian)(jian)(jian)察(cha)(cha)(cha)对(dui)象涉嫌(xian)违纪(ji)(ji)、职务违法、职务犯罪的(de)问(wen)题线索,按(an)规定(ding)程序移(yi)送纪(ji)(ji)检(jian)监(jian)(jian)(jian)察(cha)(cha)(cha)机(ji)关(guan)处理。各级(ji)纪(ji)(ji)检(jian)监(jian)(jian)(jian)察(cha)(cha)(cha)机(ji)关(guan)、巡(xun)(xun)视巡(xun)(xun)察(cha)(cha)(cha)机(ji)构在拟定(ding)相关(guan)工(gong)作(zuo)计划时(shi),要(yao)(yao)征(zheng)求(qiu)同级(ji)财(cai)(cai)政部(bu)门意(yi)(yi)见,对(dui)财(cai)(cai)会(hui)(hui)监(jian)(jian)(jian)督(du)发现问(wen)题突出的(de)地方(fang)和(he)(he)(he)单位进(jin)行(xing)重点监(jian)(jian)(jian)督(du)检(jian)查(cha)和(he)(he)(he)巡(xun)(xun)视巡(xun)(xun)察(cha)(cha)(cha);认为需要(yao)(yao)对(dui)重点地方(fang)和(he)(he)(he)单位开(kai)展专(zhuan)项财(cai)(cai)会(hui)(hui)监(jian)(jian)(jian)督(du)的(de),可按(an)规定(ding)将(jiang)相关(guan)建议移(yi)交财(cai)(cai)政部(bu)门办理。完善财(cai)(cai)会(hui)(hui)监(jian)(jian)(jian)督(du)与纪(ji)(ji)检(jian)监(jian)(jian)(jian)察(cha)(cha)(cha)监(jian)(jian)(jian)督(du)在贯(guan)彻落实中央八项规定(ding)精神(shen)、纠治(zhi)“四(si)风”、整治(zhi)群众身边腐败和(he)(he)(he)不正之风等方(fang)面要(yao)(yao)求(qiu)的(de)贯(guan)通(tong)协调(diao)机(ji)制,发挥(hui)财(cai)(cai)会(hui)(hui)监(jian)(jian)(jian)督(du)专(zhuan)业(ye)力量(liang)作(zuo)用,选(xuan)派财(cai)(cai)会(hui)(hui)业(ye)务骨(gu)干参(can)加巡(xun)(xun)视巡(xun)(xun)察(cha)(cha)(cha)、纪(ji)(ji)委监(jian)(jian)(jian)委监(jian)(jian)(jian)督(du)检(jian)查(cha)和(he)(he)(he)审查(cha)调(diao)查(cha)。

  2.建(jian)立与(yu)人大(da)监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、民(min)主监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、群(qun)众监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、舆论(lun)监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)的贯通(tong)协(xie)调(diao)工(gong)作机(ji)(ji)制。要强化与(yu)人大(da)监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、民(min)主监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)的配合协(xie)同,完善与(yu)人大(da)监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)在预(yu)算管(guan)理(li)规范性、有效性等(deng)方面的贯通(tong)协(xie)调(diao)机(ji)(ji)制。在开展(zhan)财(cai)会监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)作时(shi),将财(cai)税(shui)领域(yu)的人大(da)建(jian)议(yi)和(he)政协(xie)提(ti)案(an)办理(li)情况纳(na)入监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)重点,督(du)(du)(du)(du)促做好相关工(gong)作。畅(chang)通(tong)群(qun)众和(he)舆论(lun)监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)渠道(dao),健(jian)全来(lai)信来(lai)访(fang)、投诉举报受理(li)机(ji)(ji)制,优化办理(li)流程,完善受理(li)、查(cha)处、整改、跟踪等(deng)制度。增强财(cai)会监(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)工(gong)作宣(xuan)传主动性,及(ji)时(shi)发布查(cha)前公示和(he)查(cha)后公告等(deng)信息,持续(xu)扩大(da)社会影(ying)响(xiang)力。

  3.建立与(yu)(yu)行政监(jian)(jian)(jian)督(du)(du)(du)、司(si)(si)法(fa)监(jian)(jian)(jian)督(du)(du)(du)、审计(ji)监(jian)(jian)(jian)督(du)(du)(du)、统计(ji)监(jian)(jian)(jian)督(du)(du)(du)的(de)贯通协调工作机制。围(wei)绕重点(dian)监(jian)(jian)(jian)督(du)(du)(du)领域(yu),加(jia)强与(yu)(yu)行政监(jian)(jian)(jian)督(du)(du)(du)、司(si)(si)法(fa)监(jian)(jian)(jian)督(du)(du)(du)、审计(ji)监(jian)(jian)(jian)督(du)(du)(du)、统计(ji)监(jian)(jian)(jian)督(du)(du)(du)的(de)协同联动,强化监(jian)(jian)(jian)督(du)(du)(du)信(xin)息共(gong)享,形成监(jian)(jian)(jian)督(du)(du)(du)合力,避免出现(xian)监(jian)(jian)(jian)督(du)(du)(du)盲区(qu)和重复监(jian)(jian)(jian)督(du)(du)(du)。各级财政部(bu)(bu)门要(yao)加(jia)强与(yu)(yu)审计(ji)、统计(ji)、司(si)(si)法(fa)等(deng)部(bu)(bu)门的(de)有(you)效衔接,注(zhu)重日(ri)常沟通,强化信(xin)息共(gong)享,做(zuo)好专项(xiang)对接。对违反相(xiang)(xiang)关(guan)法(fa)律法(fa)规的(de)事(shi)项(xiang),按程序移交相(xiang)(xiang)关(guan)部(bu)(bu)门处(chu)理;涉嫌犯罪(zui)的(de)事(shi)项(xiang),按程序移交司(si)(si)法(fa)部(bu)(bu)门处(chu)理。

  三、保障措施

  (一)加强(qiang)组织(zhi)领导。各地各有关部门要强(qiang)化组织(zhi)领导,加强(qiang)协(xie)同配合(he),进一步明确任(ren)务、细化措(cuo)施,压实责任(ren)。要将财会(hui)监督(du)工作(zuo)(zuo)推进情况作(zuo)(zuo)为领导班子和(he)有关领导干部考核的重要内容,充分发挥(hui)考核“指挥(hui)棒”作(zuo)(zuo)用(yong),有力(li)推动财会(hui)监督(du)工作(zuo)(zuo)落实。

  (二(er))加(jia)强(qiang)督(du)导落实。健全(quan)工作(zuo)制度机制,加(jia)强(qiang)对财(cai)会(hui)(hui)监(jian)督(du)工作(zuo)落实、问题整改、追责问责、结果运用等事项(xiang)的(de)督(du)查督(du)办以(yi)及职责履(lv)行的(de)激励约束(shu),加(jia)快形(xing)成财(cai)会(hui)(hui)监(jian)督(du)全(quan)流程全(quan)链条工作(zuo)闭(bi)环(huan)。

  (三)加强(qiang)队伍(wu)建设(she)。强(qiang)化财(cai)会监(jian)督(du)(du)队伍(wu)和(he)能力建设(she),配备与(yu)财(cai)会监(jian)督(du)(du)职能任务相匹(pi)配的人员(yuan)(yuan)力量,完善财(cai)会监(jian)督(du)(du)人才(cai)(cai)政策体系(xi),建立财(cai)会监(jian)督(du)(du)高层次(ci)人才(cai)(cai)库,健全(quan)激励约束机制,提升财(cai)会监(jian)督(du)(du)人员(yuan)(yuan)专业能力和(he)综合素质。

  (四(si))加强信息化建设(she)。依托省(sheng)政(zheng)务(wu)数据共(gong)(gong)享(xiang)交换平台,加快推进财(cai)(cai)会(hui)监(jian)(jian)督(du)数据汇聚融合和共(gong)(gong)享(xiang)共(gong)(gong)用。依托预(yu)算(suan)管理(li)一体化系统和财(cai)(cai)政(zheng)收入、财(cai)(cai)政(zheng)支出、政(zheng)府债务(wu)等“三个在线”监(jian)(jian)控平台,推动财(cai)(cai)会(hui)监(jian)(jian)督(du)实质性嵌入财(cai)(cai)政(zheng)预(yu)算(suan)管理(li)全流程,为财(cai)(cai)会(hui)监(jian)(jian)督(du)工作赋能增效。

  (五)加强宣传引导。强化财会(hui)监督法律(lv)法规政策宣传和财会(hui)从(cong)业人员执业操守教(jiao)育。加强宣传解读和舆论引导,积极回应社会(hui)关切,充分调动各方积极性,为(wei)财会(hui)监督工(gong)作(zuo)营造良(liang)好氛围。
